Maybe Topps should modify their business model. I get the limited ten pack boxes, with hits/sketches/etc. However, there are many Wacky fans that really don't care to much about all the extra/rares. Many prefer just snagging base sets.
I suggest still having their limited box sets at their higher prices for all the major hits (get their money's worth), and then sell single packs with a smaller chance to snag same/similar random hits/variations. With these packs going back to a colorful wacky packages wrappers, instead of the boring silver wrappers. In fact, maybe have variation wrappers too....similar to back in the day when BATMAN cards would have wrappers with each character on the wrappers (one with Batman, Robin, Joker, etc).
This way it will allow more reach to novice collectors to give Wacky Packages a chance without breaking the bank (I understand this isn't Topps' many target audience). At the same time I know this would also give scalpers more changes to flip products.
