Just received an email with the Topps response:

The Sketch cards for the 2022 Topps Wacky Packages September series are being shipping out separately via a Bonus order. If you are one of the lucky customers that were randomly selected, you will see a bonus order placed for you.

Just called Topps one last time before they close at 4 ET.  Still no definitive resolution of what "randomly" means.

Here's the response from Topps that I received via email when I asked for clarity on "random".  Of course, my question was not answered.

As per the product description, sketch cards are randomly inserted. Obviously, the more you purchased, the better chances you have of receiving sketch card(s) but nothing is guaranteed. As alluded to prior, in the coming days the bonus orders for the sketch cards will start to process if you will be receiving them. Thank you again.

Thanks Jake. Help me understand "random". So are the odds the same for someone that bought 1 set vs someone that bought 20 sets?

I think by saying " the more you purchased, the better chances you have of receiving sketch card(s) but nothing is guaranteed", they at least made an attempt.  They probably kept it deliberately vague beyond that.  So if you bought 20 you have a (hopefully much) better chance than if you bought one. 

Oh well, we can resume communicating with them on Monday if we think that will be helpful!

Maybe you could send them a check for your order and tell them that "Valid checks pertaining to real bank accounts are randomly inserted in these envalopes.  The more sketch cards you send me for them, the better chance you have to get money for the orders."

Audit them for the randomness of this.  This is a massive major screwup by topps.

Odds have never been given for the monthly sets.
But they’ve mostly seemed to be around 1:10 based on comments

Have to wait and see on who gets the lucky emails and if Topps is basing on the number purchased or not

No one got any sketches.  Topps screwed them up.  Not as bad as the Attacky Packages, 'cause those were special, but still.........

Aside from the sketch issue, the September set was a home run. Great gags and art plus very timely with 18/20 being Halloween themed!

It is as if the dark storm clouds parted for a brief moment, and a ray of sunshine caressed my benighted face! Your kindness overwhelms me! Now everyone can go back to their regularly scheduled program of griping about delivery issues and collation.

I sense the sardonic tone in your last sentence and don’t understand just why you dismiss these concerns? I think you would be quite pissed if you got jipped out of product that you paid for as well.

I agree. I up my normal monthly order from 6 packs to 10 when it’s time for sketches. I know that doesn’t guarantee I will get one, but it almost feels like we were baited in an attempt to sell more product. This is not a trivial grievance but borders on fraud. And when there is not a quick and clear resolution communicated to paying customers when an error has been discovered, it’s just incompetence.
