Rizzoli's was a book store in NYC.  I don't know if it's still there.  These cards were free and I think they gave them out in stores.

Upon further inspection, I did not see "wacky packs" in the list on amazon. Interesting...

That agrees with some comments about other releases of the book. Max Racks Freecards. A free-bee to advertise for the book.   
The lower right of the reverse, below, says, Look for new postcards in m@x Racks every month.

I purchased the book on Amazon about 4 years ago and it came with the postcard. A quick look on Amazon shows about a dozen sellers selling new books from $4.50 and up with scads of used copies. I would contact the seller first to assure the postcard was included.
