Don't know off the top of my head but it looks a bit like a deranged Conan O'Brien.

ANS 9 - AWFUL APPS 7: Twitster and it's Charlie Sheen. The pencil shown is flopped as on the card he's facing left.

Bonus points for noticing the image is reversed!

Interesting. Where/when is this from? New series or repackaged series in foreign wrapper?

Judging from the wrapper style and topps logo, it's probably a more recent ANS wrapper.

Can't even tell if it's supposed to be Wacky Packages, or just "Wacky" stickers.

I was thinking the same. I suspect it more likely to be the latter, as I can't imagine Topps marketing/selling Wacky Packages without using the well-known logo.

A also agree. I think the only time Topps altered the name from WACKY PACKAGES was the shortened  "WACKY PACKS"  found on the 1985 U.K. release. I am very skeptical that wrapper shown above is a WP wrapper.

Purelf is a classic ANS title!  It's a great gag and superbly painted by John Zeleznik.
