The Wacky called "Garbage Pail Kid" was one that was painted but never used in the original 1 to 16 series in the 70's.  I am sure someone can give much more details on this though.

it was for the 1985 set. Cabbage Patch doll popularity was well after the original run of wacky. early to mid 80's?
