Title: Could this be another Dan Thompson attempt to do Wacky Packages art?

In this December 29, 2016 Brevity strip by Dan Thompson, Mr. Thompson does a Wacky Packages take on mashing up cigarettes with fish (Although, except for Wacky Packages Old School, current ANS Wacky Packages never spoof cigarettes in current years):
